Victims fund assists felons

3/16/08 Baltimore Sun—Reporter Josh Mitchell of the Baltimore Sun analyzed the Maryland Criminal Injuries Compensation Fund and found that in about 10% of the instances victim's compensation had been provided to a person who had previously been on the victimizer side of the ledger.
