Expungement Reform in Arizona: The Empirical Case for a Clean Slate

This journal article from Sonja B. Starr argues that Arizona should adopt an expungement law, ideally joining the “Clean Slate” movement to make expungement automatic for those legally eligible.

In Part I of the article, basic background on expungement laws and existing research is provided as well as an overview of the author's research design.

In Part II, the findings of a study in Michigan are summarized.

In Part III, relevant existing law and policy in Arizona is reviewed and proposed reforms are introduced.

In the Conclusion, the case for reform is summarized and some potential objections are addressed.
